Alachua County Awards Continuing Contracts for Environmental Consulting Services – Florida Water Daily

Approve the Finance Report to award RFP 16-171: Annual Environmental Consulting Services to, GSE-Engineering & Consulting, Inc., AMEC Foster Wheeler Environment & Infrastructure, Inc., Environmental Consulting Technology, Inc. andWater & Air Research, Inc. and authorize staff to negotiate agreements.

Background

Alachua County contracts with one or more vendors to provide environmental consulting services on an as needed basis through Task Assignments. The types of service which may be provided to the County include comprehensive environmental consulting, environmental planning, engineering or geohydrological support services in support of Alachua County Environmental Protection Department (ACEPD) and Alachua County regulatory, environmental planning, land conservation, environmental monitoring programs and special projects. These services may require expertise in the areas of air quality monitoring and air pollution control technologies,water quality monitoring and wastewater treatment technologies, Phase 1 and Phase 2 environmental assessments, indoor air quality assessment, industrial hygiene studies, asbestos abatement consulting, ordinance and regulation development, land development regulations, natural resources assessment or surveying, wetlanddelineation, contamination assessment or remediation, monitoring, modeling and environmental sampling and analysis. RFP 16-171: Annual Environmental Consulting Services was advertised on May 6, 2015 and May 13, 2015. The Deadline for receipt of RFP 16-171: Annual Environmental Consulting Services was June 3, 2015; four (4) vendors responded.

Issues

RFP 16-171 had four (4) acceptable proposals. The evaluation team scored all four (4) bids within acceptable ranges. To limit potential conflicts of interest concerning environmental consulting services, ACEPD proposes entering into contracts with all four (4) vendors. By contracting with all four (4) vendors, this allows for more options if one vendor is already under contract with a conflicting party, as well as providing an expansive breadth of expertise to draw upon. ACEPD has worked with each of the vendors in the past and has confidence in any one of the vendors to provide professional services on an as needed basis.
