California Consulting Firm Hired to Review Operations at APD – WLOS

ASHEVILLE, N.C. — The City of Asheville will pay California based Matrix Consulting Group $47,500 to assess ways APD should improve operations.

In the letter obtained by News 13 Friday, multiple bullet points detail how the group will advise APD to implement the Strategic Operations Plan put together by current Chief William Anderson.


In downtown Asheville, reaction to news the city officially hired a consultant was mixed.


“Well it doesn’t give me a lot of faith about the Asheville Police Department since what also went down before,†resident Chuck Brown said, referring to news APD is once again having reported problems with properly maintaining evidence for criminal cases.


“It’s a waste of money,†Kira Jahn of Asheville said. “Pass the buck maybe and let someone else be the one to make the decisions.â€


But Jahn also feels APD is a solid department amidst reports of low morale, understaffed detective units and radar detectors that weren’t calibrated properly.


“I think we’re making a mountain out of a molehill,†Jahn said. “I support the police department. I think they do a fine job.â€


The consultant was hired after an informal process where a city staff team took proposals from three national consulting firms with established reputations. One firm couldn’t submit a proposal due to an existing workload.


The consultant will start next week and is expected to complete the assessment by Feb. 2, 2015.


The city has also hired a public accountant to audit APD’s radar detectors. No contract price was given in the letter. The audit will review if detectors dating from Jan. 1, 2011 were or weren’t property calibrated and document any lapses.


It will also review if APD officers working with the detectors are up to date on training to use them, and investigate if there were any lapses in necessary training.


City Manager Gary Jackson has assigned Fire Chief Scott Burnette to oversee APD’s Strategic Operations Plan that originally was brought to City Council by Chief Anderson.


The letter states Burnette will oversee the plan for 120 days. Deputy Fire Chief Chris Budzinksi has been appointed Interim Fire Chief.


The letter makes no mention of how Chief Anderson will perform duties as chief during the review period.
